Spam is Unsolicited Bulk/Commercial Email, and it doesn't matter if it includes unsubscribe links, contact phones, spammers' addresses, or their girlfriends' teets sizes! And it also doesn't matter if somebody suddenly comes with a legislation that permits spam. It IS forbidden here, so is the access from those ISPs who help spammers to stay connected.
